The Owl:  Leader and combat specialist who serves as the commanding figure of the group.  He or she is believed to have military experience, as well as close connections to government officials.  The Owl has been associated with the execution of a serial rapist that police were investigating, kidnapping of the police commissioner, multiple homicides and assaults that were usually associated with some superfluous crime.  Considered armed and extremely dangerous, and classified as a domestic terrorist.

The Raccoon:  Master thief and handy man reported to be one of the main sources of intel for the group of vigilantes.  The Raccoon has been identified as male, and is believed to be a mechanic or factory worker of some sort judging by his usual attire.  Though no murders have been connected to the Raccoon, he is considered a co-conspirator and accessory, including a handful of assault charges after a few incidents with the police.  Police still consider extremely dangerous.

The Macaw:  An avid musician and flutist, the Macaw has been confirmed to be a brunette female of average build with a scar on the left side of her neck.  To avoid identification, she is thought to where long-necked shirts and sweaters to conceal the mark.  Her musical talent was put to use as a triggering mechanism for high-powered explosives, detonated when she reaches a certain note on her flute.  Her erratic and elusive tendencies put her high on the list of most-wanted out of the vigilantes, specifically for terroristic threats, multiple homicides, destruction of property, assault, and contraband (illegal explosives).

The Tigress:  Professional ballet dancer, though her identity has never been confirmed, famous for her fluid movements and acrobatic abilities.  A lesser known member due to the rarity of her appearance (she takes the place of actresses in a play titled "The Tigress", which was later banned from city theaters), she has been connected to a single homicide.  Her intentions and history are unknown, but her blonde hair and blue eyes are key markers police are using to seek her out.
